God does not change….
But he changes his methods. He can change his plans!
God’s nature never changes. He is ageless, never grows old, he is eternal. Yes.
God does not change his purposes.
Romans 11:29 KJV
For the gifts and calling of God are without repentance.
The paradox is, he often changes his plans and methods of achieving that purpose.
Why does he do this?
Because in the fulfilment of purpose, God works with men and man usually makes mistakes. Whenever man commits an error, God has to go back to the drawing board to fashion a way out.

Abraham, Ishmael and Isaac.
Jacob, Esau and Laban
Joseph and the interference of his brothers etc
No matter what happens, there is a burden on God to work it all out for good.
Romans 8:28 KJV
And we know that all things work together for good to them that love God, to them who are the called according to his purpose.
